Li Guoping, chairman of Guangzhou Hongli Optoelectronics, said that Hongli Optoelectronics has obtained two patents in the US. Although only Hongli Optoelectronics and Zhoulei responded to the investigation of 337 in China, after the settlement of Hongli Optoelectronics, Shenzhen Zhoulei and the United States, the general exclusion of China's LED industry caused the alarm to be lifted.

Li Guoping pointed out that after the reconciliation between Hongli Optoelectronics and the United States, Hongli Optoelectronics has become the only LED packaging company in China that has obtained US authorization. Lin Lei, general manager of Zhou Lei, said that there are many unreasonable places in the US 337 investigation itself, and the company has to reconcile in order to enter the US market.

However, the "First Financial Daily" learned from many parties that the expenses incurred by Hongli Optoelectronics and Zhou Lei in responding to the US investigation and settlement 337 may set a new low for Chinese enterprises to respond to the US 337 investigation. In March of this year, Gertrude Neumark Rothschild, a retired professor at Columbia University, filed an application with the US International Trade Commission (ITC), accusing all 30 companies in the United States of producing and selling light-emitting diodes (LEDs) and laser products in the United States infringing on one patent ( Patent No.: 5252499), requiring ITC to initiate a 337 investigation on the respondent and apply for a general exclusion order and prohibition order. Four Chinese companies including Chaoyi Optoelectronics, Jiaguang Electronics, Guangzhou Hongli Optoelectronics and Zhoulei were involved.
In fact, Hongli Optoelectronics and Chau Lei are not large enterprises in the domestic LED industry. According to statistics from the Ministry of Commerce, China’s exports to the United States in 2007 were about 350 million U.S. dollars, a year-on-year increase of 53.9%, and nearly 100 companies involved in the export of light-emitting diodes to the United States. Among them, Dalian Luming, Foshan Guoxing Optoelectronics, Hebei Lide and Shenzhen Fangda Guoke Optoelectronics are domestic first-line LED manufacturers.
In fact, this is also an important reason why global semiconductor giants are accelerating the transfer of investment to China. Hynix Wuxi 12-inch factory and Intel Dalian 12-inch factory all received high subsidies from the local government.
