However, the lighting industry is not strong, mainly low-end products, low profit margins, and lack of international market competitiveness. According to the search, the United States now uses 600 billion kWh of electricity per year, which accounts for about 20% of the total electricity. China's annual lighting power consumption is only 200 billion kWh, accounting for 12% of the country's total electricity consumption. This means that the lighting industry has huge room for development in China.

Second, China has a certain technical and industrial base in this field. Compared with microelectronics, China has a small gap with foreign countries in the field of semiconductor light-emitting devices. The first light-emitting diode (LED) independently developed by China is only a few months behind the world's first LED. According to experts, on the whole, the technical level of China's semiconductor light-emitting diode industry is only about three years away from developed countries. Supported by the "863" plan and other scientific and technological plans, China has initially formed a relatively complete industrial chain from epitaxial wafer production, chip fabrication, device packaging and integration applications. Now it is a large-scale enterprise engaged in the production of semiconductor light-emitting diode devices and lighting systems. There are more than 400 products, and the product packaging has occupied a considerable share in the international market.

Third, the development of the semiconductor lighting industry can give play to China's comparative advantages. The semiconductor lighting industry, especially the chip packaging and lighting system industry located downstream of the industrial chain, is both a technology-intensive industry and a labor-intensive industry, and its difficulty and risk are much lower than the microelectronics industry. The development of the semiconductor lighting industry can give full play to China's human resources advantages, drive related industries, and increase exports and absorb employment.

I. Brief introduction to domestic LED research, investment and development

From 1980 to 2000, LED began to move from research to production; early introduction of the core for packaging, low technical threshold, 90th generation of epitaxial wafers for processing, and then the development of high-tech epitaxial wafers and small batch production.

In 2002, with a scale, China's LED production enterprises reached 420, with more than 30,000 employees, an output value of 8 billion yuan, and a production output of more than 15 billion.

In 2003, the output value was 10 billion yuan, and the output exceeded 20 billion, of which billions were super bright. Shanghai, Dalian, Nanchang and Xiamen have become the four major semiconductor lighting bases in the country. Compared with the international advanced level, China's semiconductor lighting technology is now 3-5 years behind. On June 17, the Ministry of Science and Technology united 6 and 11 local governments to launch semiconductor lighting projects at the national level. A total of 1.8 million yuan was supported. (The Ministry of Science and Technology has listed the topic of “Semiconductor Lighting Industrialization Technology Development” as a major project of the National Science and Technology Research Program of the “10th Five-Year Plan.” In the project establishment process, there are two types of projects, A and B, and Class A not only gives the project number, but also supports Funding, Class B only gives the subject number. If the progress is good and the assessment is passed, you can also enter Class A and get funding.

In 2004, the Ministry of Science and Technology announced on July 3 that the first batch of 50 projects of the “National Semiconductor Lighting Project” jointly implemented by six ministries and commissions including the Ministry of Science and Technology and the Ministry of Information Industry was officially launched.

In 2005, it will solve some key technologies urgently needed for industrialization and master the intellectual property rights of a number of semiconductor lighting technologies.

In the medium and long term, we will cultivate a new high-power white LED (semiconductor light-emitting diode) general lighting industry, and will make breakthroughs in high-end original technology.
