Wind Power: Stepping into the Quality Stage

The past 2010 was a memorable year for the Chinese wind power industry. In the year, China's newly installed capacity of wind power reached 18,928 MW, which surpassed the United States in ranking first in the world. This achievement is 32 times that of 2005, which is equivalent to half of the global wind power market in 2010.

After China’s wind power industry has become the world’s largest in terms of scale, how should it develop in the future? At the recent Beijing International Wind Energy Conference, participants agreed that the wind power industry must achieve industrial transformation, and the industrial development must change from the pursuit of speed to the pursuit of quality. From the pursuit of installed capacity to the pursuit of the transformation of wind power generation, from centralized large-scale development to large-scale development and decentralized development, the shift from land-based wind power to land and offshore wind power development.

The “China Wind Power Development Roadmap 2050” released by the National Development and Reform Commission’s Energy Research Institute recently showed that by 2020, 2030, and 2050, China’s wind power installed capacity will reach 200, 400, and 1 billion kilowatts, respectively. At that time, 5%, 8%, and 17% of the electricity demand will reduce carbon dioxide emissions by 300, 600, and 1.5 billion tons respectively. Wind power will become one of China's five major power sources.

Li Junfeng, director of the Renewable Energy Professional Committee of the China Resources Comprehensive Utilization Association, said that in the next five years, China will continue to lead the development of wind power in the world. First, China's policy strongly supports the development of wind power. At the same time, the economic efficiency of wind power has improved and the industry has further matured. In 2010, the audit results showed that the wind power companies or assets of the central SOEs were generally profitable. As the investment level of wind power equipment units fell, the site selection of the wind farms increased, and the efficiency of wind turbines increased, the cost of wind power would be further reduced.

It is understood that by the end of 2010, the installed wind power capacity in the country has reached 31 GW, which is 32 times that in 2005, and the average annual growth rate is close to 100%. Experts said that in the next few years, China’s wind power could break through the bottleneck and show significant growth.

At the same time, China has recently introduced a number of wind power policies, which has also played a significant role in the development of wind power. In August of this year, the National Energy Administration arranged for the nationwide approval of 28,830,000 kilowatts of wind power projects, and decomposed the indicators into provinces. In terms of industry norms, the National Energy Administration approved 18 criteria such as the Technical Specifications for Large Wind Farm Grid Connection Design, and for the first time increased the low-voltage ride-through of wind turbines to national standards. In terms of price subsidies, China’s support for wind power development is mainly reflected in the tariff subsidies. At present, the price of wind power is 0.2 yuan more per kilowatt-hour than the local conventional energy generation price.

Wu Gang, chairman of Goldwind Technology Co., Ltd., stated that China's wind power market must continue to maintain sustainable development and must focus on integrity and quality. Hao Yiguo, chief operating officer of Guangdong Yangming Wind Power Industry Group Co., Ltd., also stated that if anyone wants to win the market in the future, he must make efforts in terms of quality and reliability, as well as service response speed.

Relevant experts stated that wind power has entered the stage of winning by quality, and should pay attention to the following aspects: Wind farms should place power generation at the same place as installed capacity, and pay attention to the intensive development and utilization of land and wind energy resources. Pay attention to the scientific and technological content of wind farm operation and management, strengthen post-evaluation of wind farm construction; wind power equipment manufacturing industry should strengthen the importance of equipment quality and reliability; increase innovation, truly master product independent intellectual property rights; for the just started wind power services In terms of industry, apart from conducting business in the traditional areas such as pre-development and equipment installation, we should pay more attention to the development of high-end technical services.

The integration of wind power has also attracted people's attention. Shi Lishan, deputy director of the New Energy and Renewable Energy Division of the National Energy Administration, said that in accordance with the idea of building large bases to integrate into large power grids, and promoting the overall development of wind power, more attention should be paid to the development and utilization of decentralized wind energy in the central and eastern regions, and active development should be carried out. Experimental demonstration of offshore wind power.
