A lighting technology company in Houjie Town, Dongguan City recently received a notice requesting it to go to the Dongguan Quality Supervision Department to receive the "Guangdong Province LED Street Light Local Standards", because the new standard has been implemented since July 1.
This is the first local standard that was formulated in Guangdong in the absence of national LED industry standards. The proposed and drafted standard is Qinshang Optoelectronics Co., Ltd. located in Changping, Dongguan.
Take the lead to develop local standards
In June and July of last year, Guangdong Province officially started the drafting of standards. It was jointly organized by Dongguan Qinshang Optoelectronics Co., Ltd., Tsinghua University, Dongguan Quality Measurement Supervision and Inspection Institute, South China University of Technology, Guangdong Lighting Association and other related companies. Drafting. The drafting group held a meeting in Dongguan on LED technical requirements, important performance and testing indicators, conducted repeated discussions and coordination, and conducted in-depth discussions and analysis on the opinions of relevant units and experts. At the same time, the drafting team based on the actual application requirements of LED street lamps in Guangdong Province and the three-year test and actual measurement results of Qinshang Optoelectronics, not only integrated the opinions of other enterprises in the same industry, but also rigorously referred to the “LED Street Lights for Road Lighting†(currently acting as the "national standard"). Strictly combine the technical theory with the actual situation, so that the standard can play the guiding role of macro guidance and micro operation.
Qinshang Optoelectronics has upgraded the advanced experience and technology acquired in the semiconductor lighting industry to technical standards and industry standards. It has positively promoted the company's product quality and optimized market order, and has been fully affirmed by the drafting expert group.
Zhu Bingzhong, head of Qinshang Optoelectronics Development and Project Department, is one of the main participants in this drafting work. He said that the provincial standard was issued on the basis of the enterprise standard of Qinshang Optoelectronics, mainly for the development of standards for LED street lights for roads, street roads, tunnel lighting and other outdoor public places for DC power supply below 250V or AC power supply below 1000V. The standard does not specify the energy-saving effect of LED street lamps in Guangdong Province, but the energy-saving rate is at least 50%. Secondly, the degree of contrast is formulated with reference to the national standard of the luminaire. There are different requirements for high-grade highways and first- and second-class highways, and “IP66†is required to meet professional standards in windproof and waterproof grades. Moreover, the definition, product classification, model and naming, technical requirements, test methods, inspection rules and signs, instructions for use, packaging, transportation and storage of LED street lamps are clearly defined.
Demonstration of the national LED market
As the first local LED standard in China, "Guangdong Province LED Street Lamp Local Standard" only regulates the packaging technology, and does not mention the chip. In this regard, Li Xiaowen, deputy secretary-general of the Dongguan Institute of Electronics, said that LED companies in Dongguan and the Pearl River Delta are still in the middle stage of development of the industry, that is, the packaging stage, so the standardization of this aspect has the right to speak.
Why is the "Guangdong Province LED Street Light Local Standards" to be developed by Wanqi Qinshang Optoelectronics? Director of the Standards Department of the Guangdong Provincial Bureau of Quality and Technical Supervision, Mr. Jiang said that the current national policy strongly advocates the establishment of industry standards by enterprises, and the introduction of this standard is the result of policy gestation. He said that because most of the industry standard data comes from enterprises, the most representative enterprises in the industry are selected. The bottom-up standards are closer to the actual production, and the enterprises in the front line also have the right to speak in the industry.
Although this standard is guiding rather than mandatory, it has also received good response in the LED industry in the Pearl River Delta. A person in charge of an LED company in Shenzhen was relieved when he heard the news about the implementation of the new standard. He said: "With this industry standard, we will not touch the river again in the production process. Only by consciously obeying can we continuously improve our products. The level of innovation to improve production quality and standards."
Director of the Standards Department of the Guangdong Provincial Bureau of Quality and Technical Supervision, Jiang Kechang also said that although this standard is non-mandatory and does not have mandatory binding force, the quality and technical supervision bureaus at all levels must refer to the standard when reviewing the LED street lamp standards of enterprises. Thus playing a good standard and guiding role.
The person in charge of the National Lighting Appliance Standardization Technical Committee said that after the introduction of the "Guangdong Province LED Street Lamp Local Standards", although some uncompetitive LED enterprises may be eliminated, it will also promote the Guangdong LED industry to enter the standardized debugging period in advance and guide the industry. From disordered, non-standard state, to orderly and standard access to the market. With the continuous expansion of the influence of this standard, the Pearl River Delta LED industry market will be further standardized, and it will have exemplary and guiding significance for the development of the national LED industry.
