China's new energy vehicle (NEV) industry has experienced remarkable growth since the launch of the "Ten Cities and Thousand Vehicles" initiative in 2009. By 2016, China had sold over 507,000 NEVs, securing the top spot globally for two consecutive years. To date, the total number of promoted NEVs has surpassed 1 million, representing more than half of the global market share. In the first ten months of this year alone, production reached 517,000 units, while sales hit 490,000, showing increases of 45.7% and 45.9%, respectively.
The rapid development of NEVs has outpaced initial expectations, leading to a budget shortfall in subsidies. As a result, authorities are considering adjustments to the subsidy policy. Dong Yang, executive vice president of the China Association of Automobile Manufacturers, recently published an article suggesting that the government should follow its previous commitments and gradually reduce the subsidy quota. This comes amid reports that officials are exploring new subsidy frameworks and potentially accelerating the 2019 subsidy cut—reducing it by 20%—to take effect in 2018.
In October 2017, China's NEV production and sales reached 92,000 and 91,000 units, respectively, with a significant rise of 85.9% and 106.7%. Pure electric vehicles (PEVs) saw particularly strong growth, with 77,000 units produced and sold, up 76.3% and 95.8%. Plug-in hybrid vehicles (PHEVs) also performed well, with 14,000 units produced and sold, marking increases of 163.6% and 194.0%.
From January to October, total NEV production and sales stood at 517,000 and 490,000, rising by 45.7% and 45.4%. PEVs accounted for the majority, with 427,000 units produced and 402,000 sold, up 54.7% and 55.9%. PHEVs, though growing at a slower pace, still saw 90,000 and 88,000 units produced and sold, increasing by 14.0% and 11.2%, respectively.
These figures highlight the continued momentum of the NEV sector in China, driven by both consumer demand and supportive policies. However, as the market matures, the focus is shifting toward sustainable growth, with subsidy adjustments playing a key role in shaping the future of the industry.
