The procurement of fault recorder equipment for this project will be conducted through competitive negotiation. I. Conditions for Competitive Negotiation
The Inner Mongolia Energy Power Generation Gongzhuling Wind Power Co., Ltd. 20MWp Photovoltaic Power Generation (Phase 1: 10MWp) project has been approved by Inner Mongolia Energy Power Generation Investment Group Co., Ltd. The project owner is Inner Mongolia Energy Power Generation Gongzhuling Wind Power Co., Ltd. The project meets all the necessary conditions for tendering. Currently, the project is undergoing competitive negotiation for the procurement of fault recorder equipment.
II. Project Overview
Project Name: Fault Recorder Project for the Inner Mongolia Energy Power Generation Gongzhuling Wind Power Co., Ltd. Scenery 20MWp Photovoltaic Power Generation (Phase 1: 10MWp) Project.
Project Location: The site is located in the eastern part of Xingyounkeqianqian Banner, Inner Mongolia Autonomous Region. The scope of work includes the supply, installation, and commissioning of fault recorders for the 20MWp photovoltaic power generation project (Phase 1: 10MWp).
III. Scope of Competitive Negotiation
The competitive negotiation involves the supply, installation, and commissioning of fault recorders for the 20MWp photovoltaic power generation project (Phase 1: 10MWp) of Inner Mongolia Energy Power Generation Gongzhuling Wind Power Co., Ltd. V. Supplier Qualification Requirements
1. Suppliers must be independent legal entities registered within the territory of the People’s Republic of China with a registered capital of at least RMB 5 million yuan.
2. Suppliers must have the capability to connect to the local grid and meet all relevant grid access requirements.
3. Suppliers should maintain good credit standing and business reputation, and should not be under any order to suspend operations or facing bankruptcy, nor should their assets have been restructured, taken over, or frozen.
4. The legal representatives of the company should not be the same person for two or more companies. A parent company, its wholly-owned subsidiary, and its holding company are not allowed to bid simultaneously for the same subject matter.
5. This tender does not accept bids from consortia.
VI. Acquisition of Competitive Negotiation Documents
1. Interested parties are invited to attend the competitive negotiation between December 13, 2017, and December 18, 2017, from 8:30 AM to 11:30 AM and 2:30 PM to 5:00 PM (Beijing Time) to obtain the competitive negotiation documents. (Late registration will not be accepted.)
2. To obtain the competitive negotiation documents, applicants must submit the following copies (bound in an A4-sized booklet with official seals on each page):
(1) Original letter of authorization from the legal representative;
(2) Copy of the business license of the enterprise legal person;
(3) Copy of the corporate tax registration certificate;
(4) Copy of the organization code certificate.
