In order to accelerate the comprehensive standardization of intelligent manufacturing, enhance top-level planning, and build a robust intelligent manufacturing standard system, the Ministry of Industry and Information Technology (MIIT) and the National Standardization Administration have been actively working on developing a unified framework for standards. This effort has led to the creation of the "Guideline for the Construction of a National Intelligent Manufacturing Standard System (2018 Edition)" — a draft that is currently open for public consultation.
Smart manufacturing represents a crucial direction for the transformation and upgrading of traditional industries, and it serves as a key area where artificial intelligence can be deeply integrated with various sectors. In terms of policy, the MIIT recently released the "Three-Year Action Plan for the Promotion of Next-Generation Artificial Intelligence Industry Development (2018–2020)", emphasizing the deepening of intelligent manufacturing and encouraging the application of advanced AI technologies across different industries. As part of this initiative, the first batch of smart manufacturing solution providers was recommended, highlighting the significant attention being given to this field. Additionally, industry players such as Tencent, along with the Ningbo City Economic and Information Commission and Zhenhai District Government, launched the first "Made in China 2025" industrial cloud platform, while Alibaba took on the task of building a national industrial cloud platform. Many listed companies are also investing in smart manufacturing solutions, signaling a strong push toward digital transformation in the manufacturing sector.
The draft consultation document outlined that by 2018, more than 150 smart manufacturing standards would be revised and updated, covering basic common standards and key technical specifications. By 2019, over 300 standards would be in place, ensuring full coverage of essential areas and gradually forming a more comprehensive standardization system. The establishment of test and verification platforms for smart manufacturing standards aims to improve public service capabilities, as well as the application and internationalization levels of these standards.
As the smart manufacturing industry continues to evolve, local digital offices and smart factory construction projects will be promoted nationwide before 2020. Smart manufacturing system solutions will primarily focus on digital transformation, leading to rapid market growth. According to the China Electronics Technical Standardization Institute, the market size is expected to exceed 200 billion yuan by 2020, with a growth rate surpassing 20%. This indicates a promising future for the intelligent manufacturing sector, driven by both government support and industry innovation.
