Recently, the first closed test site for self-driving vehicle development and capability assessment—“National Intelligent Vehicles and Smart Transportation (Gyeonggi) Demonstration Zone Haidian Baseâ€â€”has officially opened. This marks a significant step forward in China’s efforts to advance autonomous driving technology.
The test site spans approximately 200 acres and is designed to meet the requirements for T1-T3 level autonomous vehicle R&D and evaluation. It is part of the broader “Smart Vehicle and Smart Transportation Application Demonstration Based on Mobile Broadband Internet†project, jointly developed by the Ministry of Industry and Information Technology along with Beijing and Hebei Province.
The facility features a realistic urban and rural road environment, allowing for the simulation of hundreds of static and dynamic traffic scenarios. It is equipped with an intelligent V2X system, which supports the development and testing of smart vehicles. The site also includes simulated traffic elements such as background vehicles, pedestrians, bus stops, and construction zones, offering comprehensive R&D and testing services for both passenger cars and small commercial autonomous vehicles.
Looking ahead, Beijing plans to identify and open specific road sections for autonomous vehicle testing, clarifying which areas will be suitable for real-world trials. Currently, the Beijing Economic and Technological Development Zone has already established the country’s first vehicle networking test road. A larger, more advanced test site is now under construction in the same zone, covering 650 acres and including highways, mountain roads, rural routes, urban loops, railways, and tunnels. Expected to be completed by June, this new facility aims to provide even more diverse and realistic testing conditions.
Minister Miao Wei of the Ministry of Industry and Information Technology emphasized that the strategic plan for intelligent connected vehicles is being accelerated. New standards, traffic regulations, and laws regarding liability in accidents involving autonomous vehicles are expected to be introduced in the near future.
Industry experts believe that the growth of the intelligent network alliance could boost China’s automotive industry by one trillion yuan. Additionally, it is anticipated to drive rapid progress in 5G, car networking, big data, and artificial intelligence. As a result, sectors such as automobile manufacturing, information technology, and transportation services are set to experience substantial growth opportunities.
